MARSHALL, Marin County — October 31, 2026. Residents and businesses served by the Marshall Community Wastewater System have a significant governance and funding question to follow as an earlier operating-contract extension reaches its scheduled end on October 31.
What did the county previously approve?
According to Marin County Supervisor Dennis Rodoni’s August 19, 2025 board summary, county supervisors approved an additional $120,000 for operations and maintenance by NorthStar Utilities, extending the service agreement through October 31, 2026. The funding also addressed previously unpaid invoices and the transition to continued operations.
What concerns did residents raise?
The county’s report documents requests for clearer accounting, fair distribution of user charges and better enforcement against fats, oils and grease entering the wastewater system from commercial facilities. Those are issues raised by participants, not evidence that every business violated a discharge rule.
What is planned in 2026–28?
The county’s published budget workplan identifies an initiative to revise the governance and management structure, improve compliance and clarify proportional equivalent dwelling unit assignments and rate recommendations. The workplan sets objectives; it does not tell readers which provider will operate the system beginning November 1 or establish final new fees.
What should users do now?
Residents may ask Marin Environmental Health Services for current operating arrangements, a public budget and any hearing on changes to charges. Do not stop wastewater service payments or assume service has ended because a previous contract’s published term reaches its last day.
